It does, albeit, ironically.
This constant fixation on categorizing people by race, sectioning them by such, maligning them, then ignoring them as something separate and a hindrance that must ignored, serves the cause of divisiveness it so hard strives to cater to.
By treating people as an "other" and shunting them, you can't be that suprised when they shunt themslves along to elsewhere where they're not treated as some sort of obtrusive apendage to be lopped off as the GOP revels in doing.
To be surprised that this approach works only too well as it backfires on itself makes no sense. Sometimes people succeed in the division that they sow.
The GOP does this to appeal to the throngs of malcontents who believe their own shortcomings are due to others, and that the remedy for their perpetual failure is that resources are channelled soley towards them. Of course this has never worked, but if only just a little bit more...
