Yes you can now enter grenudo in totk without a disguise but note that you could be thrown onto jail if you don't put that much clothing so its best to buy the desert voe armor for heat resistance

Cool BTW here is how to get the desert voe armor: So the headgear is located Kara Kara Bazar for 450 rupees the rest of the armor is in the gerudo secret shop where the legwear is 650 rupees while the chestplate is a whopping 1,300 note that every part of the armor is 3 hitpoints and it gives you heat resistance in deserts ( I was able to get the armor completely by minding and farming rupees
