California Prop 47 basically made shoplifting less than $950 (per incident) a civil infraction. In the 1 in 10 million chance you are convicted, you must make restitution and a civil fine (think parking ticket) may be imposed. The state is trying to enforce against “organized” shoplifting where several people raid a store together and flee in a waiting car. A few stupid thieves who regularly stole from the same store have been arrested.
Lawlessness prevails.
