Aye, because mostly the government of Tennessee is known for having common sense and ethics.
Basically, as soon as liberal/progressive/leftist policies have trashed law enforcement and the local economy and the school systems, sane people begin to abandon ship and head to places KNOWN for sanity and common sense rule of law and stable economic policies.
