Rather than look for ways to solve those problems, he's looking for other problems to "solve".

Dollar to a doughnut, the "solutions" he finds will mostly involve blaming Conservatives, and not much in the way of actually solving anything.

True. He's a leftist and solving problems is NOT in his playbook. Creating problems and then blaming conservatives for those problems . . . those things, he can do.
