If any state should pay through the nose it's New York. They were one of the major ports of entry for bringing slaves onto US soil.

No one should be paying anything ,slavery was standard operation 200 years ago, & besides the so called Slaves still practice human trafficing in Africa today & many other countries. Ancestors of slaves should go back to Africa where the problem came from and still operates TODAY..
