Yes, but there will still always be differences.
Men have leaner muscles than woman, as well tending to have larger fast-twitch muscle fibers, longer limbs and wider shoulders, and larger lungs. Hormonal balance may be altered, but are still not quite the same, and adrenalin, etc, also have influence on how muscles react.
This explains why males transitioned to female have an advantage while female to male tend not to do as well as their biologically born male counterparts in sports.
