Newton's 2nd Law: If something is heavier then it don't move as good.
Newton's 3rd Law: When something does something to something then the other thing also does the thing back making it not do the thing as good.

Newton's work was revolutionary. Look at his use of gravitational theory to explain planetary orbits. His math related to gravity explained WHY the earth orbits the sun, a huge deal at the time.
But I made a: "things fall down!" joke...

What you're thinking of is Newton's 3rd law (for every action, there is an equal and opposite reaction)

OP's post is describing Newton's 1st law, which essentially establishes the concept of inertia (an object will remain at a constant velocity until work is done on it)
