As far as I'm concerned, Jeffrey's pictures don't actually violate the TOS (unless he was legitimately trying to groom minors then yes he needs to go)

But Jeffrey's pictures themselves are nothing compared to Andrew's behavior. You have officially out-done Jeffrey Stone. And that is a feat of itself.

I think it's because Jeffrey is a nasty, ugly looking old man, Jeffrey isn't attractive to Andrew. But Andrew is actually attracted to the pictures of those women in bikinis, so he allows it.

The fact that Andrew is a community mod, some site mods might even ignore it, idk
