I'd be remiss to say that it doesn't matter.
This discrepancy is statistically improbable to win the popular vote 5/6 times, but *also* *LOSE* the "majority" vote 5/6 times.
This shows an inconsistency that represent an uneven slant in American politics which is weighing the minority vote more and more, making the majority vote less and less valuable.
The system is designed to be fair, yes. However, it shouldn't be a "close call" with a voting disparity between parties of nine million votes when that amount adds up to roughly a ten percent difference in either party.
Of course, removing parties would help, or even creating more parties. But that's not happening right now. What is happening right now is extreme gerrymandering to such an extent that the equivalent of the minority party is overpowering a deficit to the equivalent of over 18 wyoming states (at the national level)
