Pretty naive. What would motivate the Congress to seriously consider cutting funding of the political funding class' pet projects? A moral center? None exists in D.C.
Great idea, it's like the border, neither side really wants to fix it, just use it as a prop to drum up your base. Its clear it has to be extended per the 14th Amendment
