Well, "queer" was used to describe a lot of behavior that was outside the norm.
And really, the L is in LGBTQ+ for the same reason it got moved to the head of the line, to enhance the social importance of women. It used to be "GLB" (before trans was added), and before that it was GRM (Gay Rights Movement).
And I'm not trying to be misogynistic here, the same thing is going on to this day, with feminism trying to usurp other movements to make it all about them, eg "if you believe Black Lives Matter, you're a feminist".
