As a "Point of Order," one can give testimony in Courts, Legislative Hearings and Administrative Investigations, including interviews by law enforcement. All three branches of government have circumstances in which one can be sworn to tell the truth. The punishment for lying under oath to any one of them is similar to the others. When you get into High School and take a Civics Class, they will explain this to you.

I do know where testimony can be under oath, contrary to your attempt to insult me personally. However, had you comprehended my question properly, you would note I asked, "WHERE AND WHEN" and you did not address the question, you just pontificated foolishly.
