This is a true story. This goes back to the 1800's. The city would give the contract for putting out the fire to whichever company reached the fire hydrant first.
People died as mob wars raged outside their burning homes, fighting - literally, physically fighting - over which compamy would get the pay day.
That is THE reason we took the entire service into government hands, never to be run by private enterprises again.
