That's why Biden reduced the dollar amount that gets flagged for bank transactions from $10K (not certain that amount is correct, but it's representative) to the $600 referenced in the meme. They're going to go after the 'mom and pop' type businesses that get paid thru Venmo, Paypal, etc.
