Yes, you're mostly correct - the two theories that I have is that 1) Toledo being a notorious bastion of liberal spending, perhaps they were paying out more than $100 - $200 per weapon and 2) even if he only got $200 tops, the post said that it allowed "...him to afford a new, functional S&W M&P15...".
I read the last part as maybe he had most of the money, but the $200 put him over the top to be able to afford it.
