No, the small dog represents Republican politicians. They capitulate to the Democrats every chance they can.

Actually the small dog is "Republicans in Congress". For the most part they are the wimpiest politicians ever. Not all of them are bad. There's still Mike Lee and Rand Paul who are awesome. There's a handful of representatives who aren't bad either.
