How? Did they receive it that way in the first place? The OP talked about the scanner tearing it which would not destroy the readability of it for audit purposes.

No they did not. They never mentioned scanner, only the machine that opens the envelope, aka shredder.

... so the machine that simply slices the envelope open will somehow tear the entire ballot repeatedly until it can't be read anymore? I'm still not following how you think this happens.
WHAT HAPPENS TO MAIL IN BALLOTS? THEY ARE OPENED BY MACHINES. HUNDREDS OF THOUSANDS OF ENVELOPES WITH BALLOTS INSIDE GET MANGLED BY THE MACHINES, WHICH IS WHY COUNTY WORKERS CALL THEM "THE SHREDDERS."; WHEN A BALLOT IS DAMAGED BY THE SHREDDER, IT IS REMADE, AND NOT ALL OF THE WORKERS WHO REMAKE THE BALLOTS ARE CAREFUL TO RECREATE THE VOTERS' INTENTIONS.
