Not sure what exactly you’re asking, but people can upvote without viewing. And people don’t like to upvote (because internet points) but often time people do like to read comments, so they will enter the image page.

People usually only upvote popular people on purpose, and that's unfair.
I have a 3k wives meme and it has 21 upvote... 0 comments (mine doesn't count)
