The law authorizing the Covid loans also set criteria for those loans to be forgiven. That is not the case on the educational loans. There is no law that allows for the education loans to be forgiven except perhaps bankruptcy.
Any administration has some leeway on repurposing budgeted money. No administration has constitutional authority to initiate spending. That is the realm of Congress. The president does not have the constitutional authority to spend $1 trillion on his own initiative.
