The Consitution doesn't refer to a country either, but a union of countries.
The Founders wanted to give the lower classes as little power as possible, the President, members of the judiciary and the Senators were not to be elected by them but by our new aristocracy or the officials they selected. The plebeians could only vote for members of the House of Representatives.
The Founders saw themselves as the new Lords, with the minions beneath them too stupid and unruly to have a say in their own affairs. See, they feared the tyranny of the mob as well, and for good reason - they just had booted mighty Britain out.
