The truth behind that: NARA routinely buys buildings, refurbishes them to desired security standards, and then stores presidential records in that building until the official Presidential Library storage facility has been built.
In this case, NARA did buy a building that had been a bowling alley and a pan-asian restaurant in its history. They remodeled it as a secure storage facility until the official Bush library was built. The records were then moved.
But it was never what Trump tries to present it to be.
