Say a user named Envoy is Stream Owner and going on vacation for a week. What prevents the Stream Owner from promoting a very trustworthy user with a long history of participation on this stream temporarily to Stream Owner. After the vacationing Owner returns, they demote the Temporary Owner back to Moderator. That way there is continuity in the Judicial branch.
There is precedent of that happening on this stream. Was very helpful to the stream back then.
