Yep, if you're not on a well, get an r/o filter or a steam distillation system.

I live in the deep South in a very rural area. I actually called our local water company and they assured me that they don't add flouride to our water. They gave me a copy of the most recent water quality tests.
However, practically all municipal water facilities DO add it because they have to to get that filthy Gov't lucre.
