The proscription against homosexuality isn't, it's actually against men with men, hence why nothing is said about it and women in the Bible. Apparently it was a Judean reaction to Babylonian temple preists/prostitutes who could be female but also included males done up as women. Thus the same deal with wearing of makeup.
Also there may be a bit of mistranslation involved, as Leviticus may have actually have been referring to adult men and boys, rather than just men.
Rome, as FakeMoustache mentioned, as well as Greece, were well known for being rather open to quite a lot of things, including homosexuality, even some rulers being rather open about it, as in China and throughout Africa, etc, back in the day.
Men who dressed and acted as women were an accepted part of pre-Colonial Americas, and still today in Palua such men are held in high regard in religion and with the ruing elite. That practice, however, is beginning to wane due to the influence of Christianity.
