Yea, cause we know how easy it is for Japanese to get guns. Biden doesn't even know anything about countries. Japan has the toughest gun laws; civilians can hardly even get a gun, like at all, and police have to return their firearms/lock them up off duty back at the station if memory serves right. I don't even know if all police even carry. Though, Biden believes that Japan is open carry country or something.
Even if you watch the assassination video, you would see the pause from Abe and his people because they didn't know what it was at first. No one expects someone to fire off in Japan, so that pause was them being shocked/caught off guard something like that would happen in their country.
