They can be banned... unfortunately some of the moderators in this stream don't care how hateful someone is being.

I think moderators can ban them, so if you flag them I think it lets them know
if you meet a homophobic person, probably flag them, and make a post about how they're being toxic
since this Stream makes moderators approve posts, they'll see that somebody's being toxic, and they might ban them
that's my suggestion though

If you do want to speak you can block them soon after talking to avoid their presence
