Prolly ain't gonna work, giants like Who_am_i and Iceu always get their posts swarmed, and probably only because of their huge follower count running to their memes.
The fun stream experience leaves much to be desired. Improving that experience for the majority of users would require a lower ratio of low quality submissions to higher quality submissions. To that end, I recommend cutting the submissions from 2 per day to 1 per day. It's about quality, not quantity.
