The problem with that is that, contrary to popular belief, vasectomies are NOT REVERSIBLE. Yes, it can be attempted, but actually has a low rate of success. Otherwise it would be good policy, not to mandate them, but offer them free of charge. Young men would probably line up if they could be assured it was reversible. But they can't because it isn't.
