Yeah, that's literally the joke. The girl, Jolyne, is the daughter of Jotaro, who is the father, and she's showing the meme to her dad, that's it.

Where’s the funny

It's pretty self-explanatory, see Jolyne is showing a "Meta" meme (self-aware) to her father Jotaro. Once Jotaro, looks at the meme, he mocks the same expression as Winnie the Pooh in that meme. Hence, why Jolyne is cracking up laughing.
