I think he may have meant it as a nice term of endearment rather than it being an accidental product of his old age. Don't get me wrong, I'm not a Biden Bro but I'm just pointing out what I think was intended.

It's obvious what was intended... Trying to point out that Jimmy Kimmel understands very well, but it's painfully obvious that Biden doesn't understand very well and can't communicate it.... Probably due to Senility, Alzheimer's, or Dementia.

I believe that Biden was trying to tell him that he thought Kimmel understood it very well and meant overstand as a bit of a joke. Yet again, I'm not a big Biden Superfan, I'm just pointing out that Biden was using Humour.

He was making up terms to try and knock out a point, like many dementia people do. I watched it happen for the last 15 months of my dad's life. Then, it was almost like watching my dad in that clip.

My dad, funny enough, was also totalitarian like Biden in his last year and change.
