A magazine is not a firearm. The ATF classifies only certain parts of a firearm as being the actual firearm. A barrel, for example, is not a firearm - neither is a trigger, a grip, or a firing pin. For an AR-15 (most firearms really) it's the lower receiver which is considered the firearm and must be serialized (for commercial firearms). While a 30 round magazine is illegal in DC, it isn't what Tarrio was arrested or indicted for.
