Agreed. If a troll is spamming the stream, there's a lot that needs to be flagged. Stream mods should be able to ban those who abuse flagging as well.

Flag bans aren’t, at the point where someone would be banning someone from flagging if it’s a real ToS issue then flags wouldn’t help anyway. That’s when you go to sitewide mods

Exactly.
If flags were to be banned, then mods of streams hardly would recognize more problems, and when discovered, since they could've reached a flag limit or banned from it, it'll give more work for global mods, who is trying to do their best job on this website that has a bad influence, thanks to immature kids.
