Margret Sanger was the person who founded planned parenthood. Planned Parenthood was originally called' "Birth Control Federation of America". They sterilized people deemed to be "feebleminded or unfit to live". Mainly minorities were given this label. After abortion was legalized, she renamed Birth Control Federation of America to Planned Parenthood and began providing abortions, maintaining the goal of eradicating minorities. So, invented was indeed the wrong term, I should say streamlined.
