the recent one you flagged, is of a pokemon, and that Pokemon is Arceus. now, Arceus who they advertised that character as. what I believed that the rule was talking about, was taking an image off the internet, renaming that character, and claiming it as there own. now if they took the Pokemon and named it something like... Jeff. and claimed Jeff to be there OC. THAT'S where we start to have a problem.
but if they drew Arceus then self, and then named that drawing Jeff, that's fine. by drawing the character, they earned the right to make an OC of the character. at that point it's just a different Arceus, with a different name, and a similar look. (as long as they didn't trace, and it's obvious they didn't)
