Signifies easy targets.

A sign isn't going to stop a criminal from acting. The only thing that will would be deterrent in allow civilians to carry whether concealed or openly.

Criminals go for easy target zones. That is why a lot of mass shootings happen in gun free areas.

Naturally in regards to school area teachers should be allowed to carry instead of students(for obvious reasons) or allow actual armed security at school.

It's one thing to have zero tolerance but it's absolutely impossible to enforce it against someone having an intent to do grievous bodily harm against multiple random targets (unless you have a metal detector and armed security guards with the training and fortitude to use their weapons).

The building that I sometimes work at has a sticker (just like the cartoon above) and absolutely NOTHING else. As a law abiding gun owner that wants to keep his job, I don't carry into the building. I would feel way better, however, knowing that a few of my coworkers and I were carrying because you never know when the next crazy person is going to come in blasting totally ignoring the magic sign.
