Yes, but Keter means that it will escape soon. But 096 is not guaranteed to escape quickly because the foundation has gotten MOST of the pictures of it from the public. But you do have a very good point.

Actually, Keter means very hard to contain, and can EASILY breach.

you might be think of a contained apollyon anomaly. Apollyons are basically impossible to contain and if they do get contained they're definitely gonna breach
