Interesting you mention this. In the comics Xavier and couple of other mutants created an island to be an 'safe haven' for mutants and even a fresh start for even 'villain' mutants. Sounds like a great idea right? WELL. . .the central government was not elected, one of the 'founders' of the island is just using the place as a giant lab so she can 'cure' mutants, and the central government has made decisions (mainly Xavier's decisions) that would make the real life Deep State say, "Those are lines we'd never cross!"
