There's been over 30 alternative building companies (various kinds of modular, flat pack and conversion houses) that have closed down within 1-2 years of opening because almost no customers could get building permits or land usage changes.
They don't want people building houses and they won't build them either.
Building enough houses flips 'supply and demand' in the opposite direction and wrecks property values, which in turn brings down the economy
So they just build the odd-housing development to keep people quiet whilst ramping up building zoning regs
