Ukraine is still abiding by Nuclear Non-Prolieration Treaty. After Russia’s transgression in 2014 and Crimea, there were comments that Ukraine may have to reconsider. It has not done so yet; Ukraine still has no nuclear arms.

Yes. The Budapest Memorandum. Ukraine signed on to the Non-Proliferation Treaty. They have not renounced that yet, even though Russia has transgressed the Memorandum.
