Well, no. Ukrainians know their taxpayer ID numbers. It's like saying that Americans wouldn't be able to identify themselves with their Social Security Number just because one office got blown up.

There ARE countries where people aren't reliably registered with identifiers to tax and citizenry services but Ukrainian is not one of those countries by quite a margin.
