Depends on when this was published. When I turned 18 in Ohio in 1982 you could buy 3.2 beer. So, 18 & 19 year olds are technically teenagers, so yeah, we could drink beer.

They raised the age to 21 in 83 or 84. Then, I went on active duty in the Marine Corps and you could still drink on base until 1986. I was 21 by then, so it didn't matter.
