I believe the genius comment referred to the invasion and takeover of Ukraine for only for “$2 worth of sanctions.” Trump backtracked to the point of saying it only referred to the strategic move and not to his support of the action. However with the progress so far it looks like it might turn out to be a stupid comment either way he originally meant it.
