Rules are for posing requirements, not messages to the mods about banning particular users.
We could put that somewhere else.

Just makes people think we're targeting users,

We don't really n e e d a list cuz everybody is familiar with the users, not just owners. If there's one thing I can trust MSmg to do, is keeping these people out.

That's a different issue. But relevant.
I think, new users who don't know that shouldn't even get mod.
But about making everyone aware of this, we can put that in the stream desc as you said.
