Normal people help homeless people all the time, Unless a system is in store to get people off the street, into a better environment with support and stability for recovery, homeless drug addicted victims will never recover. And sure they are victims of their own making. It already costs society enough to clean up tents, and house them in jail. If only there was a jail system to help recover addicts, or help homeless people find stability, then maybe their lives would be better. I understand that giving them freedom to use money to purchase things at their will would only keep them in an addicted state of living, but some has to find a solution to the growing problem. Blaming them for receiving money from social services to stay homeless is all they know. So I guess we can allow the homeless to keep on making cities ugly, and tenting up neighborhoods, littering drug paraphernalia or try to set up a way to provide an alternative to rehabilitate them into society. Sad thing is that some homeless people are to far gone to be contributing members of society, but that still doesn't mean they deserve no dignity. There are elderly people living off 820 a month in America with the help of other social services to keep a roof under their head, granted they are not criminals, but still 820 dollars a month is very difficult to live off of a country where you should have 1,132.50 a month to make the poverty line. Tax dollars are already going to non profit organizations to help the homeless, but anyone can create a non profit organization and misappropriate funds. So Who is going to help the situation average everyday people, or the state and or federal government?

Free handouts for the unproductive? Nope, how about work for pay. You get welfare but you gotta do something for it. Plenty of resources to help someone who wants to get off the street. Most of them don’t want to. The rest are insane.

Society spends billions of dollar in corrections, and it doesn't work. Once upon a time asylums we're in every major city and town, but they lacked funding and killed occupants. If someone dies homeless on the street society would care less, but to have a system of support for those who are unable to contribute to what is considered normal in society is better than letting them suffer or die in the streets. It wouldn't matter how hard someone worked in their life on minimum wage if they only retire living on 820 (remember when minimum wage was 1.25).
Poverty comes in many forms, it's not just for homeless. So now does society hate and spit on the poor? Attack those at the grocery store with food stamps, make them feel like the don't belong or contribute? It's a complexed issue. And still this guy will probably cost society 70,000 dollars when he ends up in jail, and gets out again. He can't afford a lawyer, he won't pay the court, and the nights spent in jail get expensive. But I guess the reality of society says no loss if he dies on the street. Just another crazy drug addict who did nothing for society and lived off welfare. Every American citizen 63 to 67 can draw retirement which is a form of welfare.

The current system of paying the jobless and homeless and passing out free crack pipes doesn’t work either. Mental institutions may need to be reviewed as necessary again with better oversight. Allowing nutjobs roam the streets and to push people into oncoming trains or randomly attack them Doesn’t work either. It’s worse.

When aslyums closed the mentally ill were placed in the streets. So it can't be a situation where the funds run out or people get torchered. But asylums would be a great start to help rehabilitate and house drug addicts, and the homeless. It would be costly. But it already is.

I’m all for it. Run asylums with stringent requirements for inspection and performance. Instead of crack pipes, distribute treatment vouchers. I’ll not only Vote for it. I’ll promote it.

You'll have to change the laws Kennedy made, and reverse some of the other laws that allow humans civil liberties... But yes originally asylums we're a good thing, and a place of healing and wellness turned mad by crazy doctors and scientists. I'm all for a better world that makes sense. Politics divide and scramble the big picture. We're not all going to agree but still can make a change with public conversations as such.

The civil liberties must be defended so you don’t have people committing their parents to get their estate or access to the bank account. Discussion and study can create facts. Use the facts and not bias and politics to determine best course of action to defend liberty and protect the public from the unbalanced insane.

Keeping it based around the homeless, drug addicted and insane is probably the best focus. Lots of victims killed by unstable people, which could have been prevented if they were in a controlled environment. Still people working with these individuals will be at risk and it will definitely be interesting to see where all the non profit drug out reach programs lead people. Hopefully a year from now it can get figured out but I totally doubt it.

I doubt it will ever happen. The goal now is to sow hate and division. Get people to tribalism and they will begin fighting. The English royalties motto is “Divide and Rule” and we fall for it, Everytime. Just substitute globalists.

Now if they gave him 4,000 dollars a month then he would have, food, apartment, and wouldn't be living on the street and still not have enough money to live in CA. This is what poverty in America is people living off assistance.

He'd still be homeless, he moved from Texas to San Francisco purely for the drugs, the free money and the non-enforcement of camping laws. He is homeless by choice, not by circumstance. So giving him $4000 a month would change nothing except the amount of fentanyl this creep buys and sells.

Give him 4000 a month for what? So he can smoke dope and maraud the neighborhood in the middle of the night? You put him up in your house?
