Yep...Nixon was advocating for lowering the rate to 70%, trying to strike a compromise to those, ahem...people, who were trying to keep it at 77% or raise it. When Nixon was president, UBI wasn't the same conversation as it is today. The minimum wage WAS the UBI. So he advocated for lowering taxes and keeping the minimum wage as the UBI.
