Story from Pennsylvania - A woman with one of those rare and nasty brittle bone conditions can't get to her college classes even with her motorized wheelchair because the people who 'claim to care the most'(College Students, Dorm Landlord, College Admin, Local Government) are too busy passing the buck around when it comes to keeping the sidewalks properly shoveled(how often have I talked about Pennsylvania's Winters and yearly snow amount?) for handicapped people including her.
