Up-voted. Yep, you can't charge people for a 'crime' that never actually happened. It's like when the political Left was collectively SHRIEKING "Collusion!" in regards to Trump and Russia when there IS no such crime as collusion and besides which the actual colluders were Steele and Hillary Clinton.
