People in power using any means possible to keep and concentrate that power and their status in the hierarchy. That's communism!

Actually that's the complete total opposite of communism, which is a system in which workers control the means of production and the goverment as well. While unrealistic on a large scale, it would be the ultimate in democracy if it ever came to be.
