I don't know exactly what Hannity said, despite your use of the quote marks. And I may be wrong, but I believe the facts of the matter include the US being a "net" oil exporter under Trump, due to his administration's handling of permits for drilling, fracking, etc. So when the imports and exports from that time are tallied, we exported more than we imported.
